Tender of Iron Cove Cafe

Pursuant to clause 178 (1)(b) of the Local Government (General) Regulation 2021, Council declined to accept any tenders for the Lease of the Iron Cove Café located at 1P Henley Marine Drive, Drummoyne NSW 2047.

In accordance with clause 178 (3)(e) of the Local Government General Regulation 2021, Council will enter negotiations with the existing tenderers and any other person, with a view to entering a contract for the lease of the Iron Cove Café.

Adoption of City of Canada Bay Development Control Plan – PRCUTS Stage 1

Notice is given of the adoption of the City of Canada Bay Development Control Plan (DCP) pursuant to section 3.45(4)(b) of the Environmental Planning and Assessment Act, 1979 and Part 2, Division 2(20)(2) of the Environmental Planning and Assessment Regulation, 2021.  The DCP pertains to land within the Stage 1 area of the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS). The DCP amendments consist of amendments to Part b – General Control and the addition of three new sections in Part K – Special Precincts:

Proposed Licence agreement between Council & Canada Bay Football Institute

Council hereby gives its notice under Section 47A of the Local Government Act 1993 regarding its intention to Licence the Synthetic Fields and associated amenities at Majors Bay Reserve to Canada Bay Football Institute Pty Ltd (ACN 640561379/ ABN 47640561379) for the purpose of training, match play and associated activities for a term of 5 years.

Public access to the synthetic playing fields is to be facilitated outside of these licence arrangements.

Submissions regarding the proposal may be made in writing to Council and the deadline for this has been extended from Friday the 14th of April 2023 to Friday the 21st of April 2023.

Adoption of City of Canada Bay Development Control Plan

Notice is given of the adoption of the City of Canada Bay Development Control Plan (DCP) pursuant to section 3.45(4)(b) of the Environmental Planning and Assessment Act, 1979 and Part 2, Division 2(20)(2) of the Environmental Planning and Assessment Regulation, 2021.  The DCP relating to land at 1-7 Ramsay Road and 5 and 7 Harrabrook Avenue Five Dock, was adopted on 18 October 2022 and will become effective on the date of publication of the Local Environmental Plan. Click here to view a copy of the DCP.

Adoption of the City of Canada Bay Local Infrastructure Contribution Plan

Council hereby gives its notice under Part 4 Division 3 Section 31 (4) of the Environmental Planning and Assessment Regulations 2000 of its resolution to adopt the new City of Canada Bay Local Infrastructure Contribution Plan on 15 February 2022. This plan is effective from 07 March 2022 and replaces previous Section 7.11 and Section 7.12 plans. Council hereby gives public notice of a proposed resolution to classify a portion of land situated at 8a Hilts Road, Strathfield  known as Lot 1 DP 608034 which has been transferred to the City of Canada Bay Council as Operational Land in accordance with Section 31 of the Local Government Act 1993.

Proposed Free Parking Agreement Between Council and Edgewood Community Association (Edgewood Estate D.P.270282)

The City of Canada Bay intends to enter into a free parking agreement with Edgewood Community Association (Edgewood Estate D.P.270282).

Twenty-eight days’ notice is therefore given that Council is classifying the streets within the free parking agreement as operational land for the purposes of Part 2 Chapter 6 of the Local Government Act 1993.

Intention to issue a short-term lease for the Concord Oval Cafe

Council hereby gives notice under section 47 of the Local Government Act 1993 of its intention of a proposal to grant a (short-term) lease of the premises known as the Concord Oval Cafe, Building A, Concord Oval on the corner of Loftus Street and Gipps Street, Concord, NSW.

The proposed (short-term) lease will be for a term not exceeding 12 months and otherwise on terms and conditions consistent with normal retail leasing practice in NSW for a retail tenancy and on terms that comply with all applicable laws (including the Local Government Act 1993 and the Crown Land Management Act 2016).

Draft Community Participation Plan

Draft Community Participation Plan

The draft Community Participation Plan will be placed on public exhibition for a period of 28 days from Monday 29th January 2024 for a period of 28 days.

Five Dock Permit Parking Scheme - What's being Proposed

What's being proposed?

To support Five Dock businesses during construction of the Metro West station, Council is proposing changes in fees for business parking permits in Five Dock. The proposed fee change would result in business parking permits being issued at no cost for the remainder of the current financial year. Future fees will be determined as part of the annual fees and charges process.

A notice of motion was taken to Council on 5 December 2023 and the proposed fee change is now on public exhibition until 4 February 2024. Read the meeting agenda and minutes.

Following the public exhibition period, a report will be taken to Council on 20 February 2024 to determine the specific arrangement.

Draft Reconciliation Action Plan - CLOSED

Council is sharing it's draft Reflect Reconciliation Action Plan (RAP) with the community for feedback. We have prepared this draft in consultation with First Nations peoples and organisations, and we are seeking further feedback and input from the community ahead of endorsement from Council.

This is Council's first Reconciliation Action Plan, and the 12 month plan is a framework for progressing reconciliation in our organisation and in our community. After 12 months, a new RAP will be developed as we continue our journey towards reconciliation.

Timbrell Park Plan of Management & Masterplan - CLOSED

Council is developing a 10 year Plan of Management and Masterplan for Timbrell Park in Five Dock which is now on public exhibition. The plan is a strategic document which will shape how the park is managed and inform future upgrades.

Built from hundreds of submissions from residents, park users, sporting and community groups, the draft plan is now open for further feedback.

Council’s Business Use of Public Footpath Policy has been updated to reflect criteria about permanent structures.

The Business Use of Public Footpath Policy sets out specific requirements relating to footpath furniture and displaying goods without compromising the safety of the public area.

Proposed waiving of fees (COVID-19 vaccination program at The Connection, Rhodes) - CLOSED

In accordance with section 610F of the Local Government Act 1993, Council is required to exhibit the proposed waiving of the applicable fees for the use contained in Council’s adopted Fees and Charges for a period of 28 days. The proposed fees being waived for the use of The Connection, Rhodes by NSW Health for a COVID-19 vaccination program is up to $17,080 in potential room hire fees, being an amount of up to $1,708 per day for a five (5) week period. Advertising of proposed fee reduction — use of The Connection by Department of Health for COVID-19 vaccination clinic - CLOSED

In response to a request from NSW Health for the waiving of hire fees for use of space at The Connection, Rhodes to accommodate a short term COVID-19 vaccination program, at its meeting on 17 May 2022, Council resolved to waive the applicable fees contained in Council’s adopted Fees and Charges, subject to section 610F of the Local Government Act 1993. The total hire fee is $8,250, with the venue to be used over nine days with varying daily rates applicable.

In accordance with section 610F of the Local Government Act 1993 the proposed amendments to the adopted fees and charges are required to be publicly exhibited for a period of 28 days, with any submissions made to be referred to Council for consideration. Submissions are invited and must be made on or before Wednesday 22 June 2022.

Code of Conduct Policy - CLOSED

In accordance with Section 440 of the Local Government Act 1993, and the Local Government (General) Regulation 2005, Council has updated its Code of Conduct Policy.  The Code of Conduct Policy sets the minimum standards of conduct for council officials and is prescribed by regulation to assist council officials to:

  • understand and comply with the standards of conduct that are expected of them
  • enable them to fulfil their statutory duty to act honestly and exercise a reasonable degree of care and diligence (section 439)
  • act in a way that enhances public confidence in local government.

Council has drafted a Contract Management Policy and a Procurement Policy. Both of these policies describe the legislative framework within which the City of Canada Bay operates, the practices within Council, staff responsibilities and expected behaviours of both Council staff and suppliers and contractors of Council.

Contract Management Policy
This policy has been drafted to provide guidance on the review of the City of Canada Bay’s contractors prior to any extension or renewal action, to ensure performance outcomes are achieved.

The objectives of this policy are:

  • To govern the execution and management of contracts entered into by the City of Canada Bay
  • To minimise the exposure to financial and reputational risk
  • To uphold the principles for procurement activities by Council
  • To provide clear guidelines for the contract management of contracts over $50,000 inclusive of GST.

Procurement Policy

The City of Canada Bay is striving to achieve procurement excellence.  All procurement activities are conducted in accordance with relevant legislation, this policy and Council’s Operational Management Standard for the procurement of materials, equipment and services that it uses to deliver services to the Council community.

Successful procurement provides great opportunities to use the community's money wisely and to deliver the required goods and services in a sustainable way. This policy excludes the Procurement/lease of land and property.

Draft Resource Recovery and Waste Strategy - CLOSED

The draft Resource Recovery and Waste Strategy for the City of Canada Bay is on exhibition from 19 May to 16 June. This first ever Resource Recovery and Waste Strategy sets out a pathway towards zero waste to landfill, with a focus on transitioning to a circular economy.

The draft strategy follows extensive consultation, including written and in-person feedback from over 600 members of the community. This is a great response and demonstrates our community's engagement and interest in reducing waste and improving resource recovery outcomes.

We used your feedback to inform the strategy, which includes five key goals to:

  • Send less waste to landfill and reduce greenhouse gas emissions
  • Recycle and reuse more
  • Continuously improve our waste management and resource recovery services
  • Reduce litter and illegal dumping
  • Lead by example in Council operations.

Draft Operational Plan 2021–22 (including budget), and Draft Fees and Charges - CLOSED

The City of Canada Bay's Draft Operational Plan 2021–22, including proposed Budget and Draft Fees and Charges 2021–22 are on public exhibition until Sunday, 23 May 2021.

Council has reviewed its existing Child and Young Person Protection Policy to reflect the Office of the Children’s Guardian’s recommendations on reportable conduct of a staff member and the obligations of Council to make child safety a priority across all areas of responsibility. The statement of commitment within the policy also supports promoting child safety to the community.

Council is encouraging the community to take the opportunity to review and comment on this important policy aimed at minimising the risk of significant harm to children within the community. Exile Bay Draft Flood Study - CLOSED

In 2018, in response to NSW Government requirements, we appointed GRC Hydro to undertake a flood study for the Exile Bay catchment (please see map below for the catchment area). This area within the City of Canada Bay was selected due to our knowledge of past flood events and the need to mitigate and manage future flood risks and the liability and potential loss to our community members. During the coming years other known floodplain areas will also go through this process.

This draft study is the second stage of the overall Floodplain Risk Management Plan for the Exile Bay Catchment. The study included the scientific (hydrologic and hydraulic) investigation of flooding resulting from rainfall events. The objective of the Study is to enable Council and property owners to better identify and manage the potential impact of flooding on their individual assets.

The draft study is on Public Exhibition from 19 February to 1 April 2020.

Planning Agreement Exhibition - 25 George Street, Concord West - CLOSED

What's it about

Council is seeking feedback on a Planning Agreement for the property known as 25 George Street, North Strathfield (Lots 1 – 10 SP 22302).

From 27 June 2017 to 25 July 2017, Planning Proposal (PP2016/0006) was placed on public exhibition.  The Planning Proposal sought to amend the Canada Bay Local Environmental Plan (LEP) 2013 to rezone land at 25 George Street, North Strathfield from IN1 General Industrial to R3 Medium Density Residential and apply new Height of Building and Floor Space Ratio standards to the site.

On 15 August 2017 Council resolved to submit the Planning Proposal to the Department of Planning and Environment for finalisation, subject to arrangements being in place to dedicate affordable housing within the future development to Council. 

A Planning Agreement is proposed to be entered into as the mechanism to dedicate affordable housing to Council ownership.  Council will operate and manage the affordable housing in accordance with Council’s Affordable Housing Policy.

The Planning Agreement will be on public exhibition for a period of (28) days from 10 September 2019 to 07 October 2019 at the following venues and times:

  • Canada Bay Civic Centre, Drummoyne (1A Marlborough Street, Drummoyne) Monday to Friday: 8.30am-4pm.

Expression of Interest (EOI)  Public Artwork for Station Precinct Rhodes

Invitation to register EOI for Concept Design (Stage 1 – EOI) & Design Development (Stage 2 – Selective Tender) for ‘the development and installation of The Station Precinct Public Art’.

The City of Canada Bay is seeking Expressions of Interest from artists for a public artwork in the design of the public domain of the Station Precinct Rhodes. The work should integrate broader directions in place making and themes outlined in the Public Art plan for Rhodes. This exciting project seeks to establish strong connections with the local community at Rhodes.

The main themes are in relation to the histories and stories of the local community. The process of social transformation from pre-colonial indigenous cultures, to industrial uses of the site then to urban renewal is an important story. Artworks could explore links with the past industrial history of the peninsular or connections between the river as a place of flux, change, and mode of transportation critical to its success.

Station Precinct is a 3.15 hectare site in central Rhodes to the west of Rhodes Train Station. The Master Plan for this development site incorporates new mixed use development (including 1400 new dwellings and a retail and commercial hub) and public open space. A unique feature of the project is a heliostat architectural feature on one of the towers, which will guide sunlight to Rhodes Union Square. Future stages will involve additional residential towers, retail and commercial space and a multi-purpose leisure centre funded through contributions from a Voluntary Planning Agreement, with Council.

Installation

The vision is for a public artwork to be developed for a new pocket park in Station Precinct, Rhodes.  The art is to be innovative, vibrant, have integrity, and be of the highest quality. It is to connect with the local culturally diverse community, site and environment and create a meaningful sense of place.  Objectives require the artwork be integrated into the open space, and to be contemporary and relevant.

As such, Council is seeking EOI from innovative architectural public artists that have experience in public domain projects valued at up to $300,000. Artists wishing to submit an EOI for this project must provide the requested information outlined in the EOI document. The closing date and time for EOI submissions is Tuesday 11th June at 2pm. interested parties are required to register via the e-Tendering Portal www.tenderlink.com/canadabay to download documents.

Integrated Public Art at Station Precinct Rhodes

The vision is for a major public artwork to be integrated fretwork design into the architectural design and surrounds of the precinct.  The art is to be innovative, vibrant, have integrity, and be of the highest quality. It is to connect with the local culturally diverse community, site and environment and create a meaningful sense of place. Objectives require the artwork be integrated into the built environment, and to be contemporary and relevant.

The opportunity is for an artist to create a fretwork design to be integrated into key building columns and elements along the Walker Street entrances to the site. Fretwork is a decorative design or low relief, or cut outs on a solid background. Fretwork is commonly used to adorn/decorate architecture, and was originally an ornamental design.

Henry Lawson Park Upgrade - CLOSED

What is it about?

The City of Canada Bay is committed to providing facilities that enable our community to enjoy our City’s beautiful open spaces. Planning Proposal – Victoria Road, Drummoyne - CLOSED

On the 25th of October 2018, the Minister for Planning issued a Gateway Determination, permitting the Planning Proposal and Draft Development Control Plan – Part F2.1 to be placed on public exhibition.  All relevant documentation will be on public exhibition from 11 December 2018 – 28th February 2019.  

The Proposal seeks to amend Canada Bay Local Environmental Plan 2013 to:

  • rezone part of the site from R2 Low Density Residential to B4 Mixed Use;
  • increase the maximum building height across the site from 8.5m to 14m;
  • apply a bonus maximum building height of 20m for 63-69 Victoria Road where a minimum site area of 2,500m2 is achieved;
  • increase the maximum floor space ratio (FSR) for 63-69 Victoria Road and 45 Day Street from 0.5:1 and 1:1 to 2.1:1;
  • increase FSR for 53 Victoria Road and 46 Thornley Street from 0.5:1 and 1:1 to 1.7:1; and
  • apply a bonus FSR to a maximum of 2.25:1 across the site where a minimum site area of 2,500m2 is achieved.

Draft Development Control Plan

An amendment to the Canada Bay Development Control Plan under Part F - Mixed Use Areas and Neighbourhood Centres, Section 2.1 – Victoria Road, Drummoyne is proposed to reflect the development outcome sought by the Planning Proposal. A Planning Agreement is proposed to be entered into, to deliver monetary contributions towards improvements Brett Park and Drummoyne Pool. A Draft Planning Agreement has been prepared and is provided within related items below.

Playground Upgrade - Roberts Reserve, Five Dock - CLOSED

As part of our Let’s Play Playground Strategy we are preparing to upgrade the existing neighbourhood playground at Roberts Reserve.

The aim of this project is to enhance the existing play area for families and young children in our local community.

What will the works involve?

Following our preliminary community consultation in August this year about the Roberts Reserve playground upgrade, a design has been prepared and is now available for comment.

The proposed new play equipment includes a play unit, a carousel, log steppers and new playground soft fall mulch. The existing double swing set will be retained and a shade sail will also be installed. It is expected the works will cost $75,000.

Two potential locations for the new equipment were provided for comment during the preliminary community consultation. Feedback was strongly in favour of locating all play equipment next to the existing double swing set in the northern portion of the reserve. This will increase the passive play area for activities, such as kicking a ball, in the southern portion of the reserve.

Draft Canada Bay Development Control Plan - CLOSED

Council have reviewed the Canada Bay Development Control Plan to update Part I – Child Care Centres to reflect changes following the introduction of the State Environmental Planning Policy (Educational Establishments and Child Care Facilities) 2017.

What do the changes involve?

The review of Part I - Child Care Centres in the Canada Bay Development Control Plan (DCP) seeks to primarily seek to remove planning controls that are no longer applicable due to the introduction of provisions within the abovementioned SEPP, specifically as they apply to Child Care Centres.

The draft Canada Bay Development Control Plan will be placed on public exhibition from Tuesday 25th September 2018 to Tuesday 23rd October 2018 at the following venues and times:

  • Canada Bay Civic Centre, Drummoyne (1A Marlborough Street, Drummoyne) Monday to Friday: 8.30am – 4pm.

  • Five Dock Library (Level 1, 4 – 12 Garfield St, Five Dock) Monday to Thursday: 9.30am – 7.30pm, Friday 9.30am – 5pm, Saturday: 9.30pm – 4pm and Sunday 1 – 5pm.

Off Leash Dog Trials - CLOSED

What is it about?

The City of Canada Bay is embarking on building a City-wide plan for our canine companions. The first step was to trial new off-leash dog areas in locations where there are no existing or under-represented off-leash dog areas.

Community consultation was undertaken from Wednesday, 24 October to Tuesday, 20 November 2018.

A Report taking the community's feedback into consideration, will be presented at Council at a later date.

Cabarita Park Infrastructure Upgrades Consultation - CLOSED

City of Canada Bay is very fortunate to have a highly active community and the facilities to enable passive recreation in our beautiful parks and reserves. As part of our commitment to plan for and maintain our parks and open spaces, we are pleased to announce a number of park infrastructure and security upgrades for Cabarita Park.

The works are valued at $500,000 and are expected to be undertaken in October this year, following a Tender and appointment of contractor process.  

What will the works involve?

The proposed works includes:

  • Installation of 14 Closed Circuit Television (CCTV) throughout the park

  • Lighting installation along the path from Edgewood Estate to Memorial Avenue to support the CCTV

  • Asphalt resurfacing along Memorial Drive and reconstruction of the current parking bays

  • A new picnic shelter on the old playground site to be completed after the wharf upgrade works

  • Upgrading existing picnic shelters and accessibility improvements where practicable Review and upgrade park signage

Closed. Consultation was undertaken from Wednesday, 18 July to Friday, 3 August, 2018.

The outcomes of the consultation period will be available later in 2018.

Draft Section 94A Development Contributions Plan - CLOSED

On 5 December 2017 Council resolved to endorse the draft City of Canada Bay S94A Levy Contributions Plan (draft Plan) for public exhibition. This plan seeks to amend Clause 14, Schedule 1 (Works Schedule) of the draft Plan, which amends items with associated maps, identified to be funded through S94A levies.

The draft Plan proposes that Schedule 1 (Works Schedule) of the existing City of Canada Bay S94A Levy Contributions Plan Works Schedule be updated to enable works that are completed or are no longer required to be removed and new works identified for funding to support future work programs.

Public Notice Deed of Variation Voluntary Planning Agreement - Rhodes West Station Precinct - CLOSED

A draft deed of variation has been prepared to amend the existing Voluntary Planning Agreement (VPA) between the City of Canada Bay Council and Walker Street Development Pty Ltd (the Developer) dated 8 February 2016.  The VPA relates to land at Marquet and Walker Streets in Rhodes comprising the following land – Lot 1345 DP 558798, Lot 1 SP 37320, Lot 3 & 4 DP 52278, Lot 21 DP 624240, Lot 1 & 2 DP 15734 and Lot 101 DP 624798.

The proposed amendments to the VPA include:

  • The submission of a concept design of the Recreation Centre to Council by 28 December 2017;

  • Clarification of the process related to the submission of  the concept design and detailed design of the Recreation Centre;

  • The submission of a Development Application for the development on 34 Walker Street, including the Recreation Centre by 15 February 2018;

Planning Proposal - Housekeeping amendments - CLOSED

On the 22 September 2017, the Minister for Planning issued a Gateway Determination, permitting the Planning Proposal to be placed on public exhibition.  All relevant documentation will be on public exhibition from 31 October 2017 to 28 November 2017.  

The Proposal will address a number of miscellaneous drafting anomalies including incorrect heritage listings and mapping errors related to height of buildings, floor space ratio and zoning, as well as amendments to Clause 3.3 (Environmentally sensitive areas excluded), Clause 6.3 (Terrestrial biodiversity), additional permitted uses and the removal of Residential Flat Buildings as a permissible use within the B4 Mixed Use zone.

The City of Canada Bay is committed to delivering an increased supply of affordable rental housing for key worker households. Over the last 20 years, the City of Canada Bay has increasingly seen the proportion of housing stock that is available for low income, key worker households, steadily decline.

In conjunction with the Rhodes East Priority Precinct draft plans, the draft Rhodes East Affordable Housing Program and supporting Affordable Housing Evidence Report seeks to deliver a 5% affordable rental housing target, for key workers within the priority precinct.

Propose Lease Agreement between Council and Sienella Pty Ltd

Council hereby gives its notice under Section 47A of the Local Government Act 1993 regarding its intention to Lease 89P Henley Marine Drive, Rodd Point being erected within Lot 2 in DP 594696 to Sienella Pty Ltd ACN 627 166 858 for the purposes of a cafe for a term of three years.
