Development contributions and affordable housing contributions are financial or in-kind requirements imposed on developers to help fund essential infrastructure and ensure access to housing for lower-income residents.

Under Sections 7.11 and 7.12 of the Environmental Planning and Assessment Act 1979, councils are able to levy contributions from developers for the provision of public facilities and infrastructure required as a consequence of development. These contributions are used for the upgrade and development of community facilities, recreation facilities, infrastructure, roads and traffic management and town centre improvements.
The following Sections 7.11 and 7.12 of the development contributions plan apply in the City of Canada Bay Local Government Area.
Under Section 7.32(1)(c) of the Environmental Planning and Assessment Act 1979 and State Environmental Planning Policy (Housing) 2021, councils are able to develop affordable housing contributions schemes and levy contributions from developers for the provision of affordable housing as part of a development approval.
Contributions are to be consistent with an Affordable Housing Contributions Scheme endorsed by Council and the Department of Planning, Industry and Environment.
The Department of Planning, Housing and Infrastructure finalised the Homebush Transport Oriented Development (TOD) Precinct in November 2024, with a requirement that development within the precinct contribute towards the provision of affordable housing. Refer to Clause 9.5 of the Canada Bay Local Environmental Plan 2013 and Clause 5.11 of the Homebush Transport Oriented Development Precinct Design Guide.
The contribution may be in the form of either dwellings or an equivalent monetary contribution.
An equivalent monetary contribution is calculated by multiplying the contribution rate (%) shown for the land on the Affordable Housing Contribution Scheme Map by the dollar contribution rate ($/sqm) shown in the Table below by the residential development capacity of the Unit Type (GFA).

The above rates are calculated by reference to the market value of dwellings of a similar size. The rates will be reviewed (a) quarterly against the NSW Government Rent and Sales Report and (b) annually against market activity to ensure they reflect current market values.
