Tender/Expression of Interest (EOI) process

  • Responses are sought

  • Submissions will be evaluated with a view to establishing a short list of potential respondents

  • A panel of Council officers will interview short-listed respondents to ascertain suitability

  • Council will then nominate the preferred respondent

  • The evaluation process will initially include consideration of the respondent's responses to the questions asked in the Tender/EOI brief.

Note: the City of Canada Bay has also adopted a Code of Conduct with the aim of ensuring that its functions are undertaken efficiently, impartially and with integrity.

How to submit Tenders and Expressions of Interest (EOI)

City of Canada Bay Tenders and EOIs are advertised in the Sydney Morning Herald, local newspapers and on Council's website in the Business section.

Council’s Tenders and EOIs are also advertised electronically and can only be submitted via Council's E-Tendering System, Tenderlink. This system speeds up the tendering cycle and reduces the time and costs for both City of Canada Bay Council and our suppliers.  

In order to be able to access Tenders in this system, you must first be a registered Supplier. To register, click on the registration link www.tenderlink.com/canadabay and follow the prompts.  

Once you are registered, you will be guided through the process of applying and lodging submissions to council for Tenders and EOIs.

Decide whether or not you are suitable for the project
Before proceeding with your submission, read the tender document very carefully and familiarise yourself with the conditions of tendering, the conditions of contract and all specifications (or the requirements), especially the clauses dealing with delivery and price variations, before deciding whether you are suitable or not.  

Council's tender process is in accordance with the Local Government Act 1993 and the Local Government (General) Regulation 2005.

Tender applicants are reminded that canvassing or lobbying Councillors or Council staff, in relation to any aspect of the tender, will automatically disqualify the Tenderer from the tender process. All enquiries related to the tender must be submitted via Tenderlink.

All tenders are required to comply with the requirements of Council's Code of Conduct and Statement of Business Ethics.

The City of Canada Bay is seeking Expressions of Interest (EOI) from suitably qualified and experienced consultants to prepare a Biodiversity Framework for Canada Bay.  

The objective of this project is to develop a framework that:
a)  Connects Urban Habitats;
b)  Protects and conserves ecological values
c)  Restores disturbed ecosystems to enhance ecological value and function 
e)  Identifies opportunities for the creation of new ecosystems;
f)  Connects people with nature;
g)  Addresses the requirements of the Eastern City District Plan;
h)  Is prepared in accordance with the Bushland and Waterways Manual and Guide;
i)  Provides a direction for amendments to the Canada Bay Local Environmental Plan, Development Control Plan,
    Plans of Management and other local policies to provide a consistent approach to biodiversity across Council;
j)  Conveys technical/scientific strategies in a way that is visually appealing and accessible to a range of audiences.

The key objectives of the Urban Tree Canopy Strategy and Action Plan are to:

  • Understand and map existing urban tree canopy in the area
  • Develop a vision and set targets for tree canopy management which align with our vision
  • Prepare a plan which identifies resource needs, implementation frameworks, programs and projects which will support Council in meeting the vision and target
  • Establish a monitoring framework which will enable Council to review and report on the current status of canopy in the area
  • Ensure alignment of local strategy and actions with NSW Government plans and strategies, such as Greater Sydney Region Plan, Eastern City District Plan and Green Places policy
  • Establish a strategic place-based urban tree canopy framework for the area.
